What the Cloud HD pass actually is

HAT-L at four times, with the numbers stated up front. The Cloud HD upscale accepts an input of up to 25 MB and 4 megapixels, cleans up JPEG artefacts before the model sees them, and returns up to 16× the pixels of the input — a 4 MP photo comes back at about 64 MP. On a 4 megapixel input it takes four to five minutes, which is slow enough that we tell you before you start rather than after. Why the input is capped at 4 megapixels

Four times a 4 megapixel photo is already a 64 megapixel file. A 2000 by 2000 input comes back at 8000 by 8000, and the GPU time and memory scale with the output rather than the input. So the cap is not an artificial tier boundary; it is the point past which the job would not finish. If your source is bigger than 4 megapixels it very likely does not need upscaling at all — it needs the right resize, which the free on-device upscaler or a plain resize will do in seconds without spending a run.

What upscaling cannot do, on either service

No model recovers information the sensor never recorded. An upscaler predicts plausible detail from what is present: edges get cleaner, text gets more legible, textures get invented. That is genuinely useful for a small product shot destined for a large listing, and it is misleading for anything evidential — a licence plate, a document serial, a face in the far background.
