It is not restricted for the UK and there are sound reasons to use it, checking your framing or preparing something to print among them, but the rule is HM Passport Office's and the decision to submit an edited photograph is yours. Beyond that the predictable error is background colour, because every passport photograph you have ever made was probably white and the printed rule here asks for plain cream or light grey. Shadows are named explicitly and in two places, on your face and behind you, which is a stricter reading than a simple plain-background instruction. Head coverings are out unless religious or medical, sunglasses and tinted glasses are out entirely, and there is one relaxation: children under one do not have to have their eyes open.
